Dodge, Faribault, Fillmore, Freeborn, Houston, Jackson, Martin, Mower, Nicollet, Nobles, Olmsted, Rock, Steele, Wabasha, Waseca, Watonwan and Winona counties. Portions of Brown and Rice counties are also in the first district.
