BCA names Roseville officers involved in exchange of gunfire that killed suspect

The Minnesota Bureau of Criminal Apprehension has named the Roseville police officer who was shot by a suspect Tuesday, as well as the officers who returned fire.

Officer Ryan Duxbury, a three-year veteran of the Roseville Police Department, was shot in the face by 53-year-old suspect Jesse Henri Werling, according to the BCA. Duxbury is stable and continues to recover at Regions Hospital.

A GoFundMe for the injured officer has been started.

Werling was killed in the incident after Roseville police officers Boua Chang and Bryan Anderson shot him, the BCA said. Chang and Anderson have been with the Roseville Police Department for 11 and 16 years, respectively. They are both on standard administrative leave.

Police say Werling fired around 100 rounds Tuesday night near the intersection of West Owasso Boulevard and Victoria Street North, first at homes in the neighborhood and then at officers responding to the commotion.

The initial call from a neighbor came around 7:30 p.m. Police say officers couldn’t see Werling at first, and that Duxbury’s partners dragged him to safety after he was shot. Just after 8:30 p.m., officers tracked the suspect down and shot him.

The BCA continues to investigate the shooting and will hand its findings to the Ramsey County Attorney’s Office for review upon completion.

5 INVESTIGATES found Werling had a documented history of mental health concerns and that officers were worried about approaching him because he had stolen a scoped rifle from his mother’s gun safe.

Crime scene investigators recovered a .22 caliber lever-action rifle with a scope near the spot where Werling was shot.

A law enforcement source told 5 EYEWITNESS NEWS officers had been called to Werling’s home earlier in the day on a mental health call.
