Person arrested, charged in St. Paul hit-and-run that killed grandmother
Authorities have arrested and charged a Minneapolis person for the fatal hit-and-run crash that killed a grandmother in St. Paul earlier this month.
St. Paul Police said 31-year-old Xia Her-Xiong was arrested on Jan. 7 and charged with criminal vehicular homicide and auto theft by the Ramsey County Attorney’s Office on Friday.

Investigators made an arrest in the fatal crash from Jan 7 at Minnehaha/Atlantic that killed Alison Joy Annen.
Xia Her-Xiong, 31, of Mpls was arrested Jan 7. He was charged today by the Ramsey County Attorney with Criminal Vehicular Homicide and Auto Theft.
60-year-old grandmother identified as victim in fatal hit-and-run, no arrests
According to the St. Paul Police, the crash happened at around 3 a.m. on Jan. 7. An officer saw a stolen Ford Focus near the intersection of Franklin Street North and Phalen Boulevard and turned his vehicle to investigate when the suspect vehicle fled. Police said the officer didn’t activate their vehicle’s emergency lights or pursue the suspect’s vehicle.
However, the officer followed the path of the vehicle and came along a crash involving the Ford Focus and a PT Cruiser on Minnehaha Avenue. The driver of the PT Cruiser was pronounced dead at the scene and a passenger was transported to the hospital. Two passengers in the Ford Focus were also taken to the hospital.
Family members identified the driver of the PT Cruiser as 60-year-old Alison Annen of St. Paul.
