As previously reported, the standoff began around 1:20 p.m. Friday when officers were called to the Kwik Trip on Fish Point Road for a report that a man was digging in the store’s dumpster.

A criminal complaint states Rasmussen gave officers a fake name when they tried to identify him, ran from officers, and eventually revealed he had a handgun.

Rasmussen was then said to have broken into a nearby home, and after commotion heard by officers, the residents of that home evacuated.

The complaint quotes Rasmussen as saying “bullets will fly” over the phone as police and backup law enforcement attempted to get him out of the home. Officers learned there were unsecured guns and ammunition inside the home. Periodically, responders heard gunshots coming from inside.

When the standoff ended, authorities discovered Rasmussen had two active felony warrants and a prior felony conviction for domestic assault, the complaint says.

Police found multiple guns, multiple rounds of spent ammo, and several bullet holes throughout the house during a post-incident search.
