On Tuesday morning, Minneapolis Mayor Jacob Frey gave his 2024 budget address.

Frey spoke in the Minneapolis City Council Chambers at City Hall at 11 a.m.

Safety, housing and a greener Minneapolis were key words Frey leaned into as he presented the proposed $1.8 billion budget.

The biggest priority expense going to community safety — some of it now a required investment under the city’s consent decree with the Minnesota Department of Human Rights.

“We need to recognize that change isn’t cheap and change isn’t optional,” said Frey during the address.

Mayor Frey recommended the city dedicate roughly $16 million to implement and oversee police reform as required by the state and another $2 million is expected to bring more civilian staff into MPD.

This would free up officers to patrol for a police department continuing to deal with record-low sworn staff.

“It’ll be worth it when people on the street feel the change in the interactions that they have with officers. It’ll be worth it when the officers consistently have resources they need to do their job and do it in full,” Frey said.

The budget also nearly doubles the money for behavioral health crisis response teams — also said to free up officers and more adequately respond to people in mental health crises.

Council president Andrea Jenkins also highlighted the $5 million set aside to build and maintain public housing — up from $1 million this year.

The overall affordable housing need in the city is still out-pacing construction, after the loss of 15-thousand units in the last couple of decades.

“It has been neglected by the federal government for decades,” said Jenkins.

The mayor dedicated a total of $18 million to housing and tripling the city’s investment in combating climate change.

“I think it’s pretty clear that we’re in a state of rebound, but we’re also in a state of transition as we roll away from crisis mode and we begin to plan for the realities of our future,” said Frey.

There will be a few more meetings and public hearings before any of this becomes official. City council expects to adopt the 2024 budget on Dec. 5.

Recently, Frey allocated $4 million for public housing across Minneapolis as a part of his 2024 budget proposal. The money quadrupled the current funds going to the Minneapolis Public Housing Authority (MPHA), according to Frey, who is proposing an additional $4 million annually for MPHA, which would bring the city’s total investment with the city to $5 million annually.
