Prosecutors: No charges being filed in Roseville shooting that left officer hurt, suspect dead

Criminal charges won’t be filed in connection to a shooting in April that left an officer seriously hurt and a suspect dead in Roseville.
It started at around 7:30 p.m. on April 5 near Lake Owasso. Police say callers reported hearing gunshots and seeing shots hit homes in the area, and one caller reported that the suspect had a scoped rifle.
When officers arrived, the suspect continued firing at them and hit an officer in the face. That officer was dragged to safety and rushed to a hospital for treatment.

The incident led to a shelter-in-place order until, at around 8:34 p.m., an officer found the suspect and shot him. The suspect later died at a hospital and was identified as 53-year-old Jesse Henri Werling.
The Minnesota Bureau of Criminal Apprehension investigated the incident and turned over its findings to the Ramsey County Attorney’s Office. The BCA found that, in total, Werling fired around 200 rounds that night.
Wednesday, the attorney’s office said it determined officers Boua Chang and Bryan Anderson used force that was legally justified by state law during the incident. Therefore, no criminal charges are being filed.
In announcing its decision, the attorney’s office also released the memorandum submitted to Ramsey County Attorney John Choi by his staff as well as a memo from Choi expressing his agreement with the conclusion.
