Woman, infant safe after SWAT incident

A woman and newborn child are safe after a tense situation Friday night in St. Paul, according to police.

At 3:30 p.m., police responded to the 200 block of Arch Street East after receiving a text for help to 911. Upon arrival, officers found the woman and infant being “held at knifepoint” on a couch inside the home.

Law enforcement made contact with the suspect who refused to come out of the home or release the woman and child. This prompted SWAT and negotiators to be called to the scene.

Over several hours of speaking with negotiators, the suspect became increasingly agitated prompting the deployment of a “flash-bang” and the use of less-lethal munitions which struck the suspect. Law enforcement was then able to enter and secure the home.

The woman had a minor cut and was treated. The suspect was evaluated by medics and then taken to jail, where he remains in custody for violation of no contact orders, felony assault and false imprisonment.

The suspect, Ble Moo, is known to officers, according to an SPPD spokesperson, and is currently in court proceedings for attempted murder and assault charges after ramming into a squad car in October. The victim of Friday’s incident has a no-contact order against him.
