Man charged in connection to West St. Paul homicide, attempted carjacking
A man has been charged in connection to a fatal West St. Paul shooting and carjacking that occurred Friday.
A criminal complaint states 21-year-old Steven Daniel Buford has been charged with one count of second-degree murder, attempted first-degree aggravated robbery and possession of a firearm by an ineligible person.
According to the complaint, police were called at about 9:30 p.m. to a West St. Paul apartment building on the report of on the report of a man acting erratically.

When police arrived, they heard a gunshot. Officers later found a woman who had been shot in the head. She was later pronounced dead by first responders.
Police then heard another woman scream. Officers saw the woman standing next to her car, which the suspect was inside.
The complaint says officers were able to approach the car and arrest the suspect, later identified as Buford.
Investigators learned that Buford and the victim had been arguing prior to the shooting.
