A Champlin man is charged with possessing a controlled substance without a proper stamp, label or indication that the controlled substance tax was paid.

According to the Minnesota Department of Revenue, Valentin V. Andonii has been charged with one felony count in Anoka County.

The complaint states officers seized 76,972 vape cartridges while executing a search warrant of Andonii's home. Lab testing showed the vapor products contained a THC level of over 0.3%, making them a Schedule 1 controlled substance subject to the controlled substance tax.

None of the products seized had proper labeling, meaning Andonii would owe over $3 million in unpaid taxes.
