UPDATE: St. Paul police take armed person into custody

St. Paul police took an armed person into custody Friday after a negotiation process.

A KSTP crew at the scene near Rice Street and Larpenteur Avenue reported seeing law enforcement officials standing at a perimeter surrounding one person during the negotiation.

Crime scene tape had been strung up in the area.

Police said officers were called to the intersection initially on a report of an assault at about 11 a.m.

Upon arrival, officers found a male victim suffering from a gunshot wound to the arm. Officers applied a tourniquet and called medics to the scene. He was taken to Regions Hospital and his condition was not known, police said.

A short time later, officers said they learned another person was in the area armed with a gun and threatening violence against himself and others.

Officers worked to evacuate bystanders from the area and inside nearby businesses.

A SWAT team and a crisis negotiation unit were at the scene, police said.

St. Paul police asked people to avoid the area amid the negotiation process.

A KSTP crew reported law enforcement officials began leaving the scene once the armed person was in custody.
