According to the complaint, on May 28, the Minneapolis Police Department Third Precinct was overrun during protests that followed the killing of George Floyd.

Authorities say surveillance footage showed Williams standing near the entrance of the building with a Molotov cocktail that was being lit by a co-conspirator.

The inflammatory device was then taken into the Third Precinct by the co-conspirator and was used to start a fire.
