Homicide in St. Paul’s Payne-Phalen neighborhood under investigation, victim identified

The woman who was shot and killed Wednesday night in St. Paul’s Payne-Phalen neighborhood was identified by police on Thursday as 34-year-old Yuliya Li of St. Paul.

The St. Paul Police Department is still investigating the homicide, and no arrests have been made.

At about 6:45 p.m., police responded to multiple 911 calls reporting a shooting near Cook and Payne avenues. Upon arriving, officers found a woman in a vehicle with a gunshot wound, according to Steve Linders, a spokesperson for SPPD.

Officers rendered aid, medics arrived and transported the woman to Regions Hospital, where she died shortly after arriving.

Linders said the woman was found in a “busy area,” outside of a restaurant and there are neighborhoods nearby.

He also said the motive of the shooting is unknown and no arrests have been made. Anyone with information is encouraged to call 651-266-5650.

“If you saw something, even if it seems minuscule, even if it seems insignificant to you, call us because it could help move this case along,” Linders said.

This is the seventh homicide in 2022 in St. Paul, according to police.
