Golden Valley man charged after good Samaritan shot, killed in north Minneapolis

A Golden Valley man attempting to flee the scene of a car crash has been charged after a good Samaritan trying to stop him was shot and killed.
Robert David Lloyd Hall, 36, of Golden Valley, has been charged with two counts of second-degree murder—one with intent, not premeditated, and one without intent, while committing a felony—one count of robbery, and one count of possessing ammunition or a firearm as a person convicted in a separate instance of a crime of violence.
A criminal complaint details the following:
On Nov. 12 at about 9:49 a.m., Minneapolis police were called to the intersection of Broadway Avenue West and Lyndale Avenue North on a report of a car crash involving two vehicles and a subsequent shooting.
Upon arrival, officers found a man with a gunshot wound to the chest lying in the intersection. Police pronounced the man dead at the scene.
Family has identified the man as 21-year-old Kavanian Palmer.
Witnesses told police Hall, who was driving a Chevy Monte Carlo, ran a red light and crashed into a Mercury Mountaineer. After the crash, Hall got out of the Chevy and attempted to run from the scene.
Police learned Palmer ran after Hall and attempted to stop him. Hall then reportedly shot Palmer in the chest.
Hall then ran to the nearby Cub Foods parking lot and attempted to steal a woman’s vehicle. Several people at the scene stopped Hall until police arrived.
"He liked to protect, he liked help, he liked to make sure people are good, he had a good heart, if he sees something that’s not right, you’re going to do what’s best to make it right, he went out of his way to help someone," said Kimilah Palmer, the victim’s mother.
Police removed a bulletproof vest and a backpack containing narcotics from Hall. They also found a .357-caliber firearm in the Chevy.
Police learned Hall has been previously convicted and is prevented from possessing a firearm.
Meanwhile, Palmer’s family members spoke out Tuesday as charges were filed in the case.
"My life isn’t going to be the same, my firstborn is gone, my son is gone, the man in my life is gone, my best friend is gone, I want justice for this man," Kimilah Palmer said.

Palmer’s family states a GoFundMe has been established to help with funeral and burial expenses.
