Differing mask rules create confusion for some

Mask mandates are now in effect in Minneapolis and St. Paul, as well as Hennepin and Ramsey counties.
If you walk into any city buildings in Minneapolis or St. Paul, or their respective counties, you’re required to mask up, but local businesses can make their own rules.
Mask on, mask off; Leah Raymundo, the owner of Stella Belle, said the back and forth puts local businesses in a bind.
"It’s really hard for business owners because the last time we opened, then closed. Then opened and closed," she said.
Now, mask mandates are back on the table. For the time being, face coverings won’t be required in Stella Belle. She said it’s up to the customer but if cases worsen, she’s prepared to pivot.
"If the law says we have to require masks, of course, we have to follow those rules," Raymundo said.
Local leaders are already cracking down on COVID precautions in Ramsey County.
In city-owned buildings, all employees and visitors over 2 years old are required to wear a mask. If employees are alone at their workspace, they can take off their mask for the time being.
Across the river in Hennepin County, it’s a similar story. Officials say all visitors and employees over 5 years old need to mask up, vaccinated or not.
The Minneapolis Park and Recreation Board is also putting precautions into place. Patrons have to bring a mask to recreation centers, ice arenas and indoor spaces at water parks.
"Regardless of who you are and regardless of your health condition, you’ve got to get vaccinated. The truth is, if you don’t, you’re making it harder on everyone," Minneapolis Mayor Jacob Frey said. "The plan has been the plan all along is to listen to both data and experts into making our decision."
Some Minnesotans agree, fighting the pandemic has been a lengthy battle, but a dose of positivity can go a long way.
"We have to be positive. With all this crazy going on we have to," Raymundo said.
Frey added that the goal is to get closer to normal but the data is driving decisions. He said adding additional restrictions is not off the table.
