Charges: Rochester man made threats leading up to deaths of pregnant 23-year-old, 2-year-old

The man considered a suspect in a double homicide that happened Sunday in Rochester has been charged in Olmsted County.

Family of a pregnant 23-year-old and her 2-year-old daughter found the two in an apartment building along the 400 block of Northeast 31st Street Sunday afternoon.

Police said the deaths were suspicious and began investigating them as homicides.

Monday, Hubbard Broadcasting sister station KAAL-TV reported Rochester police identified Renard Carter, 29, of Rochester, as the suspect in the double homicide.

Carter was located in a hotel in South Carolina, KAAL reported, and was taken to a hospital where he remained under surveillance as of Monday afternoon.

Meanwhile, a criminal complaint, filed in Olmsted County, states Carter is now facing three murder charges: two counts of second-degree murder with intent, not premeditated; and one second-degree murder of an unborn child, not premeditated.

A criminal complaint, provided by KAAL, states the 23-year-old woman, identified by police as Kiona Foote, had been in a six-month relationship with Carter and that they had been living together for about a month, along with 2-year-old Miyona Miller.

According to the criminal complaint, a witness told authorities that Carter had sent a message that "he was going to kill the mothers of each of his children." Another witness told investigators Carter threatened to kill Foote, Foote’s unborn child and Miyona as well as his previous partner who lived in South Carolina.

It was determined Foote and Miyona died on Sept. 10. The official cause and manner of death will be determined by the Olmsted County Medical Examiner.

The complaint filed in Olmsted County states an arrest warrant is necessary to ensure Carter is transported from South Carolina back to Minnesota.
