West St. Paul woman formally charged in connection to downtown Minneapolis murder

Court documents show a West St. Paul woman has been formally charged with murder.

According to the criminal complaint, 23-year-old Perishea Laray Young is charged with intentional second-degree murder.

The complaint states police were called to the area of 9th and Nicollet at about 5:45 p.m. on Aug. 10 for reports of gunshots.

When they arrived, they found multiple people around a woman who had been shot in her lower chest area. The woman, who was identified Monday as Shawna Starr Campbell, 25-years-old of St. Paul, was taken to Hennepin County Medical Center for her injuries but died more than a week later.

The document goes on to police found surveillance video that showed Campbell and Young arguing. At one point, the video allegedly shows Young reach into her purse and remove a gun, and Campbell holding pepper spray but never moving toward Young.

According to the complaint, Young points the gun at and moves closer to Campbell, before eventually pulling the trigger.

The video then shows Young allegedly running from the scene and dropping the gun – which another person picks up. Both Young and the person who picked the gun up get into a car, which drives off, according to the complaint.

As previously reported, police stated Young turned herself in and also brought the gun she claimed was the weapon used to kill Campbell.

The complaint says Young claims to have used the gun in self-defense and went on to say she feared for her life.

When police told Young the video didn’t match her account, Young said she wanted Campbell to “back down” and admitted she was “quick to fight.” She also allegedly admitted to knowing people at the scene, including the driver, after initially saying she didn’t know anyone there.

If convicted, Young could face up to 40 years in prison, with a minimum of three years.
