The complaint says officers were called just before 7:30 p.m. Monday on the report shooting on Paha Circle in Shakopee.
When police arrived, they saw a man run out of the driveway of a residence, only to run back towards the home when he saw the police. Police ordered the man, later identified as Zipoy, to get on the ground.

When officers went into the home where a 911 call was made from, they found the victim with a large pool of blood around his head and injuries consistent with a gunshot wound. The victim was later pronounced dead at Hennepin County Medical Center.
A witness told police she was talking to the victim when they both heard someone inside the home. The witness told police the victim went to the bottom of the stairs and that she heard a brief conversation before shots were fired.
Another witness in the area said he knew Zipoy and was with him prior to the incident. The complaint said the witness told police his communications with Zipoy had been "bizarre" leading up to Monday.
The witness told police while they were at his home, Zipoy continued to make bizarre comments before abruptly leaving.
The complaint says several minutes later, the witness heard several "loud bangs." The witness then told police he saw Zipoy running through his driveway on his home surveillance system. Investigators reviewed the surveillance footage, which showed Zipoy leave the witness' home and go to the victim's home.
In an interview with police, Zipoy admitted to entering the victim's home and shooting him, according to the complaint.
