St. Paul police: Teen who died in Payne-Phalen neighborhood identified, 2nd teen arrested

St. Paul police released the identity of a teen who died in the city’s Payne-Phalen neighborhood on Monday, adding they arrested a 16-year-old suspect on Tuesday.

The suspect was arrested near Fifth and Minnesota streets Tuesday morning, according to police.

5 EYEWITNESS NEWS previously reported that at 12:30 p.m. on Monday, a caller reported a male victim with two gunshot wounds in an alley near the 1000 block of York Avenue.

The victim—identified by the Ramsey County medical examiner as 16-year-old Antwan C Watson, of St. Paul—was pronounced dead when law enforcement arrived at the scene.

This marks the city’s 28th homicide investigation this year, according to police.
