St. Paul man sentenced to over 8 years in prison for murder of rival gang member

A St. Paul man has been sentenced to 8½ years in prison for the murder of a rival gang member in 2019.

According to court documents, 20-year-old Michael Cordell Garland has 658 days of time served (just under two years). He will serve the remainder of his sentence at the correctional facility in St. Cloud. He was officially charged with first-degree manslaughter as part of a plea agreement, to which he entered a guilty plea in May.

Police were called to the area of the 2100 block of Glenridge Avenue at about 1 a.m. on Sept. 7, 2019. Police found a man shot, later identified as 22-year-old Kacey Luke Feiner, and he was transported to an area hospital where he later died.

A criminal complaint states the shooter, known as "DoDo Man," was identified as Garland. He is an EBK gang member while Feiner was a Ham Crazy gang member.

The complaint also said a neighbor told police a man in a hoodie pushed Feiner down, then stood over Feiner and shot him at a very close range.

An EBK gang member who spoke to another person who was present during the shooting told police that person said it was entirely Garland’s fault. Garland’s girlfriend also spoke to police and said Garland told her he was involved in a shooting and "something bad happened."
