Ramsey County deputy manager resigns amid misconduct complaint

A top Ramsey County administrator has resigned amid allegations of serious misconduct, according to documents obtained by KSTP.

Deputy County Manager Paul Allwood received a letter on Monday to inform him he was being placed on paid administrative leave and that allegations of serious misconduct were being investigated. On the same day, he submitted a handwritten note only stating, "I resign effective immediately."

County Manager Ryan O'Connor told Ramsey County employees that Allwood resigned, a complaint against him exists and investigation into the allegation is ongoing.
