A woman who lives nearby the area where the crash took place told police she passed by the intersection after the crash and saw someone lying in the street.

The complaint says when she got home, she found her boyfriend, later identified as Brown, sitting in the driver’s seat of her Ford Edge.

The woman said Brown told her he had hit something with her car.
