A dumped dog is getting a second chance at life thanks to the woman who found him.

A few weeks ago, Rebekah Arms was driving by a railroad crossing on St. Paul’s east side when she saw a man dumping a dog.

"My emotions were running high," Arms said. "A lot of anger. A lot of sadness. I don’t understand how people can treat animals that way."

Arms stopped and tried to pick up the dog.

"He was terrified and ran away," Arms said.

A neighbor later posted on social media she found the dog. Arms quickly went to pick him up.

"You can tell he wasn’t cared for." Arms said. "Probably left outside for most of his life, but he’s starting to look like a happy dog now."

Arms and her husband adopted the dog they are now calling Tommy.

"He was left at the train yard, so (we) thought Thomas the Tank Engine," she said.

The Arms have started a GoFundMe to help pay for Tommy’s medical expenses and rehabilitation.
