Daniel Sheppard, 43, was arrested in Red Wing and has been booked into the Ramsey County Jail on suspicion of murder. Another suspect, 35-year-old Krisandra Jenkins, was arrested on suspicion of aiding an offender.

The shooting happened around 4 p.m. Saturday on the 800 block of Lawson Avenue. Police found a man who had been shot in his upper body, and paramedics pronounced him dead at the scene. Police identified him Monday as 31-year-old Ervin L. Dukes III, of Hastings.

Officers had been called to the address of the shooting about 170 times in 2020 for various complaints, such as property, drug and gun crimes, police spokesman Sgt. Mike Ernster said.

Police said they finished processing of a residence involved in the homicide around 9:30 a.m. Then at about 11 a.m., police and the St. Paul Fire Department returned back to the home on reports of smoke and fire coming out from the house.

The cause of the fire is under investigation.
