The fire department reported it was contained to two units. However, a total of eight units were condemned by building inspectors, displacing 22 people, according to the department.
Neighbors told 5 EYEWITNESS NEWS, at one point, the fire even appeared to reignite.
"I was watching, and they put it out, and it appeared to restart again, but you could see that it was bright," one witness said.
"All I could do is say a prayer for whoever is in there and for these firemen," another said. "I could do nothing more."
The St. Paul Fire Department confirmed that one person was transported to the hospital. The Red Cross is helping those displaced by the fire.
