PUC says carbon dioxide falls under its authority, it will begin rulemaking on pipeline permits
The Minnesota Public Utilities Commission (PUC) says it has reaffirmed its authority over where carbon dioxide pipelines can be placed throughout the state.
Officials say that since hazardous liquids and gas that move through pipelines need permits approved by the PUC under state law, carbon dioxide falls under their authority.
PUC officials voted on its authority Thursday.
There are currently two proposed pipeline projects that would cross Minnesota carrying carbon dioxide. Midwest Carbon Express and Heartland Greenway will now need to apply for permits.
A rulemaking process will now begin with PUC staff members, who will work to make its rules consistent with regulations at state and federal levels, according to the agency.
