St. Paul Mayor Carter sworn in Monday for 2nd term

St. Paul Mayor Melvin Carter was sworn in for a second term Monday afternoon in a virtual oath of office ceremony.
The ceremony was streamed from the Como Dockside Pavilion at noon.
Carter also delivered an inaugural address.
