St. Paul woman facing assault charge after hitting another with her car

A St. Paul woman is facing an assault charge after hitting another woman with her car.
Chantell Lynne Kettner, 30, is being charged with second-degree assault with a dangerous weapon after fracturing a woman’s leg with her vehicle.
According to a complaint, on July 23 on a hit-and-run call, police found the victim lying on the ground, writhing in pain and screaming at 1110 Barclay street. Witnesses told police she’d been hit by a car. The victim was taken to Regions Hospital and was diagnosed with a fractured tibia.
A witness saw a woman walking on the sidewalk and a second woman get into a black sedan. They said the one in the car seemed like she was going to back up and leave, the complaint stated, but "suddenly went forward, drove over the curb," and struck the woman walking, who hit the grassy area by the sidewalk. The car backed up toward her.
A second witness told police he heard a dark sedan pull up and begin honking. Kettner got out, according to the complaint, and "screamed for someone to come outside and fight." She went back to the car and honked, then went into the building for about a minute, then returned to the car and got in the driver’s seat. The witness said she then revved the engine, drove up on the curb and hit the victim and a pole.
A neighbor’s surveillance camera documented the encounter.
According to the complaint, the victim said the disagreement stemmed from her comments about Kettner’s child discipline. Kettner then came to the woman’s apartment to fight, honked, yelled, "somehow" gained entry to the apartment building and when the woman opened her door, Kettner was standing there.
Kettner allegedly hit the victim’s face with what appeared to be a bottle of liquor then tased, punched and kicked her while threatening her life, then said she would damage her vehicle. The woman went outside to prevent that from happening, but Kettner hit her instead.
A warrant was issued for Kettner’s arrest on Friday. Her bail was set at $50,000.
