Former Chisago County sheriff sentenced in stalking, harassment case

A former Chisago County sheriff has been sentenced to probation after having his two sentences suspended for stalking and harassment. He will not serve any jail time as long as probation terms are followed.

KSTP witnessed the sentencing through a Zoom call on Tuesday.

An investigative report released to KSTP in a data request, along with emails and text messages, revealed a series of bizarre events starting in October 2017 involving Richard Duncan and a female coworker.

The victim spoke at his sentencing on Tuesday.

The report, along with the criminal complaint against Duncan, states he admitted to sending a series of letters to another county employee under the alias "Control Freak." The letters demanded Duncan and the employee stay in a hotel room with one bed together during law enforcement training in Bemidji.

The letters allegedly threatened the employee and her family if she did not comply.

Duncan pleaded guilty to two gross misdemeanors in October. He will be on probation for four years.
