According to Sgt. Mike Ernster, with the St. Paul Police Department, paramedics who arrived at the scene worked to free O'Gara from his vehicle to treat his injuries. However, Ernster said their efforts were not successful and O'Gara was pronounced dead at the scene.

The 19-year-old driver of the second vehicle, identified as Jose Vasquez Guillen, of St. Paul, was treated for his injuries, and was brought to the Ramsey County Jail where he is facing charges for criminal vehicular operation.

Ernster said an initial investigation revealed the vehicle Guillen was driving was traveling southeast on Concord Street when it struck O'Gara's vehicle as he was pulling out of a driveway near Page Street.

Alcohol is suspected as being a factor in the crash, Ernster said.

The St. Paul Police Department said the investigation is ongoing.
