Witnesses helped police identify the suspect vehicle, which was later found at a residence on the 1300 block of 12th Avenue North. The driver, 20-year-old Jeremiah Markus Brown, was arrested and taken to Stearns County Jail.

"We are incredibly grateful for the witnesses who provided us with instant information, who called 911," St. Cloud Police Lt. Lori Ellering said. "We always say, if you see something, say something. It's not just a cliche, we really mean it."

The victim's identity has not been released. The incident remains under investigation.
