The Minnesota State Patrol says a man standing next to his SUV on the shoulder of Interstate 94 was struck and killed Sunday morning in Washington County.

The man was standing next to a Chevrolet Blazer and trailer that was pulled over on the right shoulder of westbound I-94 near the St. Croix rest area around 8:52 a.m. when a Kia Sorrento struck him, according to a crash report from the Minnesota State Patrol.

The driver of the Blazer was identified as Randy Kopesky, 65, the crash report said. He was pronounced dead at the scene.

Kopesky was a prominent figure in Washington County. He was serving as a Lakeland Shores city councilman and he was the former mayor of the town. He was also heavily involved in the veterans charity Yellow Ribbon Alliance Lower St. Croix Valley, the organization said.

The county attorney said Kopesky was a "really great guy, a generous man with a big legacy in St. Croix River Valley."

Brenda Hafemann, 51, of Woodbury, was driving the Sorento, according to the report. She was taken into custody at Washington County Jail, being held on suspicion of criminal vehicular operation. However, on Monday, she was released while the State Patrol continues their investigation.

Hafemann was not suspected to be impaired at the time of the crash.

The investigation into the case is ongoing.
