According to Sgt. Mike Ernster, with the St. Paul Police Department, when officers arrived at the scene, they found a male driver who was injured and trapped in his vehicle.

Paramedics worked to free him from his vehicle and began treating his injuries. However, Ernster said their efforts were not successful and the man was pronounced dead at the scene.

Meanwhile, Ernster said the 19-year-old driver of the second vehicle was also injured. He was taken to Regions Hospital with injuries that were not life-threatening.

While officials are working to determine the exact cause of the crash, Ernster said an initial investigation revealed the vehicle the 19-year-old was driving was traveling southeast on Concord Street when it struck the second vehicle as that driver was pulling out of a driveway near Page Street.

Alcohol is suspected as being a factor in the crash, Ernster said.

He later said the 19-year-old driver, identified as Jose Vasquez Guillen, of St. Paul, has been treated for his injuries, and was brought to the Ramsey County Jail where he will face charges for criminal vehicular operation.
