White Bear Lake Massage Parlor Owner Charged With Sex Trafficking, Promoting Prostitution

A 52-year-old White Bear Lake woman is facing sex trafficking and promoting prostitution charges after authorities say she used her massage parlor and another business to provide sexual services.

Court records show Shixun Lan is charged in Washington County with engaging in sex trafficking of an individual, promoting prostitution of an individual and concealing criminal proceeds.

The criminal complaint said the investigation began in August 2017 when authorities noticed an advertisement for Woodbury Wellness on a website that was a common resource used for posting commercial sex ads. 

Lan had applied for a license for the business in May 2017 and was approved even though she was not a licensed massage therapist at the time. She was granted approval to own or manage the business without providing services.

As the investigation went on, authorities noticed employees allegedly going back and forth between Woodbury Wellness and the Orchid Spa, a White Bear Lake business of which Lan was also listed owner.

The complaint goes on to allege several customers interviewed during traffic stops after leaving Woodbury Wellness acknowledging receiving or being offered sexual services.
