Waconia Man Who Killed Parents Arrested in Illinois after Violating Release

A Minnesota man who fatally stabbed his parents 19 years ago was arrested after violating his provisional release.

Dakota County Sheriff Tim Leslie confirmed Richard Happ had been arrested in Illinois and is being extradited back to Dakota County.

Happ fatally stabbed Richard and Angela Happ with a butcher knife in their Waconia home in March 1999. He also tried to kill his brother.

Happ was granted a provisional release from Minnesota Security Hospital in St. Peter in 2015. He was released to a residential facility in West St. Paul.

According to Department of Human Services documents, his provisional discharge was also revoked after he failed to contact staff at the residential facility he was staying at.

The documents said Happ received permission to spend the night at a friend's house on March 17, but left the home on the morning of March 18.
