2 Level-3 Offenders Moving to Shingle Creek Neighborhood

Two level-three predatory offenders are moving into the Shingle Creek neighborhood, according to the Minneapolis Police Department.

According to authorities, 43-year-old Lamart McKissie Coleman and 43-year-old Emmett Maurice Nelson have served their sentences and have been released.


Authorities said Coleman has a "history of sexual conduct and contact with 14-year-old female victims," which included indecent exposure, touching and penetration.

Meanwhile, authorities said Nelson has a "history of sexual conduct and contact with minor female victims (age 12-16)," which included penetration as well as use of force, threats and a weapon.

Authorities said Coleman and Nelson's level-three offender statuses were determined "largely on (their) potential to re-offend based on (their) previous behavior."

The department added the notice about their move into the Shingle Creek neighborhood was to increase the community's awareness.
