According to police, officers responded to a crash near the intersection of Rose Avenue East and Sylvan Street just after 5 p.m. Monday. Early information indicated the stolen vehicle initially crashed at Rice Street and Ivy Avenue West before driving away and crashing into a light pole on the corner of Rose Avenue East and Sylvan Street, which flipped the vehicle onto its side.

There, officers found Lay injured outside of the crashed vehicle. He was taken to Regions Hospital in critical condition before he died.

Investigators are still working to determine who was driving the vehicle, why it crashed and how Lay was involved.

Police did confirm that two other teenage boys, ages 14 and 16, were in the vehicle, too.

The vehicle was stolen on Friday morning.

"It’s a tragic reminder that actions even when your 14, 15, and 16 years old, they have consequences and sometimes those consequences can be dire and deadly," Saint Paul Police spokesman Steve Linders said.
