Semi driver involved in fatal Lake Elmo crash sentenced to 1 year in jail

The driver of a semitrailer who crashed into a vehicle stopped at a red light in Lake Elmo in February 2018, killing a 54-year-old business owner and biology instructor, was sentenced Friday. 

According to a KSTP reporter in the courtroom, Samuel Wayne Hicks was sentenced to one year in the Washington County Jail. He was also sentenced to 10 years of probation.

In April, Hicks pleaded guilty in connection to the incident.

According to the criminal complaint, Hicks was allegedly looking at his cell phone for eight seconds preceding the crash. He said he had been looking at a house online.

Citing camera video of the semi, investigators claimed Hicks made no effort to brake before striking the vehicle – which was at a complete stop at the intersection of Highway 36 and Lake Elmo Avenue – at a speed of 63 miles per hour. 

Robert Bursik of Amery, Wisconsin, was killed in the crash. Investigators said Bursik's vehicle was damaged beyond recognition, and was only later determined to be a 2015 Toyota Scion.
