Man found shot to death in West St. Paul apartment complex with toddler nearby

The West St. Paul Police Department has confirmed a homicide in the city Tuesday afternoon. It's the first one since 2017. 

According to police, just before 11 a.m. officers responded to the Oakdale Terrace apartment complex, located at 1940 Oakdale Avenue, on a report of an individual who had been shot. Upon arrival, authorities discovered a deceased man inside the apartment unit.

The 911 caller was a friend of the victim who reportedly came over to visit him. 

The family of the man identified him as twenty-one-year-old Lawrence Renfro.

"I couldn't believe it, I was shocked," said Erika Holland, a cousin of Renfro's. Family told KSTP he is a single father of a two-year-old son. During the shooting, the child was inside of the residence and was not injured. He is now being looked after by relatives.

West St. Paul Interim Police Chief Brian Sturgeon said there haven't been any previous calls for service at Renfro's apartment and they are reaching out to neighbors and others to see if anyone saw or heard something suspicious. 

For hours Tuesday, investigators poured over the crime scene, collected forensic clues for DNA testing and reviewed footage from security cameras to see if they could identify an exact time of the gunfire or the suspect. 

When asked if there was a forced entry or not and leads on a possible motive, the Chief Sturgeon said "because the investigation is in its infancy and because there is information we know but can't provide right now, it would compromise the investigation. We don't believe the community is at risk."

At this time, the investigation remains active and details are limited.
