Mother of Philando Castile teams joins Ramsey County Attorney, others to develop law enforcement toolkit

The mother of the man shot by a former St. Anthony police officer during a traffic stop in 2016 has joined Ramsey County Attorney John Choi and others to create a toolkit meant to help prosecutors better handle police shootings.

Valerie Castile, the mother of Philando Castile, and Choi discussed the kit as part of an online webinar last week. Philando Castile was killed in July of 2016. Former St. Anthony Officer Jeronimo Yanez was later acquitted in his death.

According to the webinar, the toolkit "outlines tangible actions for prosecutors and communities to take before and after a critical incident occurs."

Among the suggestions the kit lays out include inviting community suggestions on charging priorities, standards of transparency and legislative priorities. It also calls for aligning prosecutor and law enforcement policies on reducing low-level enforcement and charging, use of force best practices and critical incident investigative protocol.

"This is intended to be adaptable," Choi said. "What we want first of all is to start a conversation within a jurisdiction."
