The criminal complaint states Minneapolis police were called to the area of 16th Street and California Street Northeast at around 3 p.m. on May 6 on two separate reports of an adult male "following and touching a juvenile female who appeared to be in distress and was trying to get away from the male."

According to the complaint, officers identified the 11-year-old female and her mother, as well as one of the 911 callers. The girl said she had been walking a short distance from her home to a corner store when she realized she was being followed by an adult male, later identified as Ali.

The girl alleged that Ali grabbed her neck and shoulder area, then continued to touch and follow her despite her pleas to leave her alone. A motorist is said to have witnessed the situation and stopped his car to tell Ali to leave the girl alone.

The girl reportedly called her mother, who arrived at the store to meet her. The witness also reportedly stayed with the girl until police arrived.

The complaint states Ali was apprehended nearby and was allegedly "uncooperative with the sole officer who attempted to take him into custody." A private citizen saw the officer struggling with Ali on the ground and assisted until backup arrived, the complaint claims.
