According to the complaint, law enforcement began investigating reports of adults and juvenile girls advertising and selling sex out of an apartment in Brooklyn Park in August 2017.

In October 2017, officers spoke with a 15-year-old victim who said she was living with Collins and three people who were identified as co-defendants. The co-defendants include Brendian Daniels, Raphael Powell and Lanesha Morgan-Franklin. All three have been charged, according to court records.

Officers later spoke with two witnesses, both 15-year-old girls, who had lived in the Brooklyn Park apartment with Collins. The girls told police the 15-year-old victim posted ads for sex online while at the apartment, according to the complaint.

In December 2017, officers spoke with a 17-year-old victim who said she lived at Collins' apartment in Brooklyn Park. The 17-year-old said Collins told her "in this house, we sell ourselves for money."

During interviews with law enforcement officers, Morgan Franklin, a co-defendant, said everyone staying at Collins apartment was expected to pay rent, according to the complaint. She added they did so through robbery, prostitution and drug sales.

The complaint said Morgan-Franklin also told investigators Collins was responsible for setting up online ads for sex.

Collins was charged via warrant and is not in custody.

Authorities believe she may be in Milwaukee.
