In the lawsuit, Damond's father, John Ruszczyk, claims the defendants violated the Fourth and 14th Amendments.

On Monday afternoon, Robert Bennett, the lead attorney representing Ruszczyk, spoke about the lawsuit during a press conference.

"Justine saw something, she said something ... and she got killed for doing so," Bennett said. "And a year later we don't know why that was. We don't haven't had any explanation, so we're going to sue these people to find out. They'll have to answer our questions soon."

The lawsuit seeks damages in excess of $50 million from Noor, Officer Matthew Harrity, the city of Minneapolis, former Minneapolis police chief Janee Harteau, and current Police Chief Medaria Arradondo.

The lawsuit states Damond "suffered the loss of her enjoyment of life, including marrying, parenthood, work, play, and loving familial relationships."

The lawsuit also claims Noor and Harrity were "inexperienced partners" and that "the MPD's continued failure to discipline officers, through defendants and policymakers chiefs Harteau and Arradondo, causes MPD police officers to act with impunity and without due regard for the Constitution and laws of the United States."

Noor has never spoken with investigators regarding this case. He has been charged with third-degree murder and second-degree manslaughter.

During the press conference, Bennett said their has been no "meaningful" discussion about a settlement between the parties involved.

Bennett also read a statement from Ruszczyk during the press conference, which can be read below:
