Police: Arrest made in connection with homicide in Payne-Phalen neighborhood

Police made an arrest Monday in connection with a homicide case in St. Paul.

Stephon Allen was booked on pending charges for aiding an offender to avoid arrest Monday. 


The investigation is still ongoing.

Officers with the St. Paul Police Department were at the scene of the incident, which occurred near the intersection of Jessamine and Payne avenues at about 9 p.m. Sunday.

Police who heard shots fired quickly responded to the scene and reported finding two people with gunshot wounds inside a vehicle.

Both individuals were taken to Regions Hospital, where one - identified as an adult male - died. Police said the second individual is expected to be OK.

Authorities said they are investigating two vehicles parked near each other at the scene.

"Investigators will be looking for everything they can to determine what happened out there," Sgt. Mike Ernster said. "If there's a camera in that area, they'll be looking for it, a private residence or a camera owned by the city that may be along Payne Avenue."

Ernster confirmed the shooting marked the 15th homicide this year.

Later Monday, Ernster confirmed one arrest was made in connection with the incident Sunday night.
