A 33-year-old man has been arrested after police say he held a 4-year-old relative by the wrists off a third-story balcony before letting the child drop.
A release states police were sent to the 1900 block of Quarry Road around 4:40 p.m. Sunday. There, they located the 4-year-old, who had suffered what are believed to be non-life threatening injuries as a result of a fall. A witness stated a male was observed to have been holding the child by the wrists while standing on the balcony before letting go.
The child was transported by ambulance to St. Cloud Hospital.
The male was identified as Baraka Mohamed Ahmed of St. Cloud. According to the release, he had left the scene before officers arrived. And through interviews, it was determined that he is non-verbal and reportedly has some type of "undiagnosed developmental issues."
Baraka was located around 9:52 p.m. Sunday at a business on the 3000 block of 3rd Street North and was taken into custody.
"When officers got there they found several people who saw the fall, and one of them saw a man holding a child by the wrist, then eventually dropped her," St. Cloud Police Assistant Chief Jeffrey Oxton said. "Part of this investigation is to find out why this happened and the motive behind this. Some of what we heard that the individual that did this is developmentally delayed, maybe not diagnosed, but there's some issues there he's not verbal. So that will be part of looking into his mental capacity."
The matter remains under investigation.
