Former Chisago County sheriff pleads guilty to harassment charge, sentenced to probation

The former Chisago County sheriff pleaded guilty to two charges Thursday in connection to acts that occurred in October and November of 2017. 

A news release from the Anoka County Attorney's Office, who presided over the case to avoid a conflict of interest, said Rick Duncan pleaded guilty to one count of harassment and one count of misconduct of a public officer, both misdemeanors.

Duncan was also sentenced Thursday, receiving two years of stayed jail time, meaning he will not see additional jail time. He also received four years of probation.

An investigative report released to KSTP in a data request, along with emails and text messages, revealed a series of bizarre events starting in October 2017.

The report, along with the criminal complaint against Duncan, states he admitted to sending a series of letters to another county employee under the alias "Control Freak." The letters demanded Duncan and the employee stay in a hotel room with one bed together during law enforcement training in Bemidji.

The letters allegedly threatened the employee and her family if she did not comply.
