The Rice County Sheriff's Department said it has received the decision of an arbitrator upholding the demotion of a sergeant whose alleged tweets about the girlfriend of Philando Castile stirred anger on social media last year.

Tom McBroom, a city council member in Elysian who has filed to run for Mayor in the community, was reportedly reacting to a report on the $800,000 settlement the City of St. Anthony approved late last year with Diamond Reynolds, the girlfriend of Castile who was in the car when he was fatally shot by St. Anthony police officer Jeronimo Yanez in Falcon Heights in July 2016.

"She'll have that spent in 6 months on crack cocaine," one tweet read.

"I hope she loses all her State and County Aid now she has this cash," read another.

Rice County Sheriff Troy Dunn said at the time that McBroom had been with the department since 2005. He was a sergeant. He is now a deputy, according to Dunn.

The matter was turned over to an outside agency for review.

"Tom McBroom is an honorably discharged military veteran who was entitled to a hearing on the proposed demotion prior to the decision going into effect," read a statement from the sheriff's office Friday.

"Until the decision was issued by the arbitrator, the County was unable to release information regarding the demotion decision."
