Christina Kelley wasn't after recognition or even a thank you.

"I just felt like I was doing what every person should do," Kelley told the Cottage Grove City Council Wednesday night. "If you see something, say something and do something."

Kelley was on her way to work on the morning of June 7, driving along Hadley Avenue, when she happened upon a woman who was battered and bloody and running toward her.

"She was frantic, frazzled, covered in blood and said 'He took my kids, he took my kids.'"

The mom of two girls, ages 1 and 3, doesn't want to be identified.

"I was scared," she said "I didn't know how to escape."

She came to the meeting to see Kelley and share her gratitude in person.

"She didn't know me," the mother said. "I appreciate her time. She was going to work when she rescued me and she made a difference."

City leaders recognized Kelley's actions and gave her a public thank you.

"It was really her, she made that first call to 911 that got everything, including the Amber Alert," Cottage Grove Police Chief Pete Koernen said. "And we had such a quick resolution. In four hours the mother was reunited with her two girls."

Drew Evans who oversees the Bureau of Criminal Apprehension, which runs the Amber Alert system, acknowledged her role in the successful outcome.

After an all out manhunt, police cornered Jeffrey Lo in the woods hiding with the two girls.  He was arrested and charged with kidnapping.  The girls weren't physically hurt and were reunited with their mom.

Court records showed the mother had an order for protection placed against Lo because of previous threats of violence.
