Chicago man arrested in connection with fatal July shooting in St. Paul

An arrest has been made in connection with a fatal July shooting in St. Paul.

Friday, the St. Paul Police Department reported 21-year-old Jalan Wells, from Chicago, was arrested by an FBI task force in Chicago. He is currently being held at the Ramsey County Jail.

The shooting happened around 1:30 p.m. July 26 along St. Clair Avenue, just blocks away from Macalester College.

The Ramsey County Medical Examiner identified the man shot inside a car as 28-year-old Devonte Steven Ingram, of Brooklyn Park.

St. Paul police reported Friday that Wells was arrested three weeks ago and has been extradited back to St. Paul.

Police said information about Wells' role in the shooting is expected to come from the Ramsey County Attorney's Office. Police said they are looking for another suspect as well.

"This case is as complex as it is tragic," St. Paul Police Chief Todd Axtell said in a statement. "I'm incredibly proud of everyone at the St. Paul Police Department who worked so hard to identify and locate the suspect—but our work isn't finished. We know there’s another suspect out there, running and hiding. And I know we won’t stop until he’s found. Because that’s what the victim, his family and our community expect and deserve. Because that’s the way our guardians are wired—they work tirelessly in for justice."
