Carjacking suspect dead after shootout with police on Highway 13 in Burnsville

A carjacking suspect is dead after he exchanged fire with police Sunday afternoon in Burnsville.

According to a police report, officers first encountered the suspect driving a vehicle with stolen plates, which he crashed. Police were then notified the same suspect had been involved in an armed carjacking.

Officers pursued the stolen vehicle, and around 3 p.m., the suspect reportedly fired multiple rounds at police before crashing the vehicle on Highway 13 near Interstate 35W and continuing to shoot at the officers. Several officers shot back, striking the suspect.

Joycelin Goodman, who was driving on Highway 13 when the incident took place, described the moment she saw the suspect get shot.

“I was sick. I felt like I had to throw up. I was just bawling my eyes out," Goodman said. "I didn’t know the info leading up to it. I just [saw] somebody get shot."

5 EYEWITNESS NEWS spoke with Goodman before Burnsville police released the information about what happened. 

“To be honest, with everything that's been going on — we're in the middle of a trial with George Floyd, Daunte Wright just passed last week — it was a lot,” she added. 

The suspect, a man believed to be in his 20s, was taken to Hennepin County Medical Center, where he was pronounced dead. No officers were hurt.

Highway 13 is closed in both directions near I-35W as investigators process the scene.

The Minnesota Bureau of Criminal Apprehension has sent agents to the crime scene and is leading the investigation.

Police said all Burnsville police officers wear body cameras and all camera data will be handled during the BCA's investigation.

The officers involved in the shooting have been placed on standard administrative leave.
