Police identify victims in double-fatal shooting near St. Paul Green Line station

Metro Transit police have identified two victims of a fatal shooting that happened in downtown St. Paul Monday night.

David Burton Johnson, 18, and Ellijah Marquise Payne, 21, both of St. Paul, were identified by the Ramsey County Medical Examiner’s Office.

They were both taken to the hospital after first responders found them suffering from gunshot wounds. They were pronounced dead at Regions Hospital.

Metro Transit and St. Paul officers say they went to a building at the corner of Fifth Street East and Cedar Street around 8:30 p.m. Monday after receiving a report about shots fired at the location. Metro Transit said the shooting happened inside the building, and that it has a stairway and elevator connecting the street to the skyway near the Central Green Line Station.

Investigators believe that this was not a random act.

Metro Transit police are still investigating the double-fatal shooting, and no arrests have been made.
